Once you offer a trade, you can withdraw it. Once it is accepted by the other party, it is accepted.

He’s talking about after its been accepted. The “veto” button is there to click so I suppose you can vote to veto it.

You can vote to veto but it will most likely still go through.

In extreme circumstances you can also reach out to a commissioner, as they have the power to cancel any active trades.
