Team in League 366 "not qualified" status in OPL

What’s the missing requirement to be qualified?

I imagine some of those teams are not paid for for the 2021 season, which is a requirement to join OPL. Every team in the league must have an owner and not be expired.

For clarity: if the expired teams in your league are scooped up (Owners Wanted?), that league and any teams in it would immediately be eligible for the 2021 OPL.
