To "Abandon" or Change Manager?

Firstly, I’m still unclear if there is a difference here, but in the event that there is…

If I abandon, it looks like the original owner loses his $. If I change manager, however, will the new guy pay the league fee allowing the old manager to get a refund? I haven’t heard back from the likely abandoned team in about a week - and it’s only $20 - but was trying to have the guy lose his money be the last option.

If someone is giving up on their team after participating halfway through the season, they do not need a refund.
