As he is out for the year having undergone TJ, why is he not a 60 day DL?

Note: he is on my team in my league, so I wish he was on the 60-day.
I am pretty sure he is not on the A’s 40-man roster. The 60-day DL exists to free up space on the 40-man, etc.
