Commissioner - Want to process trade

I am commissioner of a league. Someone in my league made a boo-boo in free agency, is $1 over cap, and has informally agreed with someone else in the league to the following trade:
Give: $4 J.P Crawford

Get: $2

Is there a way as commissioner I can execute this?

Why not just drop Crawford, which gives him $2, and then let the league claim him on waivers or re-auction, instead of letting another player leverage his error into a deal?
