Is there more to do for Ottoneu Football than checking P-F Cuts for a new manager’s team? We did this recently for a team in our league but he’s still not able to make cuts. Am I missing a step? (Commish Tool → Mangers / P-F Cuts)

What happens when the manager tries to make cuts, what does “he’s still not able to make cuts” mean?
Ok, I see what happens - anyone with penalty-free cuts continued to see the “You cannot cut players at this time” message.
This has been fixed.
Hmm. He’s still seeing the “You cannot cut players” red banner after he tries to make changes. I wonder if it’s a sequencing problem? He joined on August 1, I believe, and extended the dynasty before attempting cuts. Might that disrupt his status? (I will try to make his cuts as commissioner.)
