Player Page Displaying Wrong End Time (Waivers)

Player pages for players on waivers are sometimes displaying the wrong end time.

Players cut before noon showing proper time. Players cut after noon are displaying proper clock time (hour/minute) but AM rather than PM.

This was affecting users who had their timezone set to something other than Eastern Time. I believe it is now fixed. Pretty funny one.
