Salary increase on players that missed an entire season

Hey everyone! This is my first year playing Ottoneu and I have a question on the correct interpretation of the inflation rule (relevant portion copied below).

“Players who have played in at least one MLB regular season game in the past 2 MLB seasons will have their salary increase by $2.”

Does this mean the player has to have played in at least one game in EACH of the past 2 seasons to have a $2 salary increase, or that he has to have played in one game in EITHER of the past the past 2 seasons? For example, will a pitcher who last pitched in an MLB regular season game in 2023 and who has will be injured in all of 2024 have a $2 increase or just $1?

Either of the seasons.

That pitcher will go up $2.
