We had an inactive player in the league. Had not made any transactions in a month plus and left injured players in the starting roster. A new team took it over with out the team being abandoned, should that team be allowed the one time penalty free cuts ?
Yes, and they should get that automatically, but the commissioner can also grant them P-F cuts if they only made one cut by mistake or something.

Just curious, what is the min FA starting amount for players cut penalty free in season? $1, 50%, or 100% ?
$1, there is no cap penalty so no minimum.
