Can we use Commissioner Tools to set line ups for teams that are abandoned? I cant see how to do that and would prefer not to just have the abandoned team post a zero. Thanks
No, there is no way for commissioners to set lineups for other teams in any Ottoneu Fantasy Sports game. Setting lineups for a team that isn’t managed doesn’t resolve the team not bidding or otherwise engaging in the league, and the solution is always to find a replacement manager.
Putting additional expectation on a commissioner to make losses look less bad for a team that has no manager never made any sense to me.

There is no real difference between any sport on this front - every team needs someone actively managing it and the fall off from an active manager to no one is a fall off that cannot be papered over by a commissioner trying to manage 2 teams at the same time.
