I couldn’t find the answer anywhere.
If an invalid roster is taken into the off-season (e.g. 49 players on roster that can fit 42), can that team vote in arbitration? If so, what is stopping them from over rostering players giving them more choices throughout the off-season to select their roster.
I appreciate the help and insight in advance.

For 2017, I’d love to see the following two rule changes:
Owners/teams with illegal lineups are highlighted in red text on the standings page (similar to the way players activity involved in a trade are highlighted in blue)
Teams with an illegal lineup for > 72 consecutive hours do not accrue points beginning in 73rd hour, going forward.

A related question, say, for example, a team makes a dozen of such final day claims. In doing so, he goes way over his team’s cap space and roster limits. Will the system allow this team to participate in arbitration in this illegal state? I don’t think it should.
