As noted above in this thread, it is possible to effectively set a later league-level keeper deadline. After the 15th, if the commissioner goes into Commish Tools > Current Managers, there are boxes for each team that “P-F Cuts” (penalty free cuts).
So in one of my leagues, the league voted to give everyone a single round (and one round only) of P-F cuts to be completed by March 5th (two weeks before our auction). We’re also going to allow trades during this period (which the commish can manually process using the Team Management function).
It’s going to require some effort for the commissioner as none of this is automated like usual. But if you really want a later deadline, you can jury rig it so to speak.
