Is it too early to add Yoshitomo Tsutsugo and Shogo Akiyama to the player universe (for roster planning purposes)?

I am not familiar with either of these players, but they can be added once they are signed by a MLB organization. In the roster organizer, there is nothing preventing anyone from typing in these names when adding a target.
